Both captains never had to ok it but it used to be limited to 1 swap per team per fixture.
They changed it at the start of the season to unlimited as another way to try and get rid of defaults.

No both captains did always have to agree to fixture swap, Kev told me so himself mate... was always the case in previous seasons..
To stop match fixing..

Colin you are right my friend, they both had to agree on it not sure if it is still the case though think it is even so another topic to bring up to make next season easier and more understandable.

Yes I know now you can team fix by subbing into a different spot in fixture than the one you were subbed out of. But this isn't what happened here, it was a fixture swap which is different issue..
They always had to be agreed by both captains so lee is wrong there that they never had to be agreed.. Thanks Jay.

Even then though i don't see why both captain's should agree aslong as the players are happy with it, as it could be for many reasons such as time zone or getting close to end of fixture and two guys are on so there for rule is a little stupid in a way.

Its just that an opponent said he'd be online and didn't turn up. Our opponent waited 4 hours and fixture swap was made to suit the other team.. but if thats ok alls cool..

If it is near end of fixture Craig or I would always post that its ok to sub in or list the players that can play... if we arn't going to be there to ok any such changes.

im not sure if you have to get permission or not but on snooker we have a rule about swapping.
normal swap = fine i think
same game type swap =
needs both captains to agree
only available in timezone, reliability issue
league runners approve to make sure no match fixing is going on.
a swap because a player doesnt like each other isnt an acceptable reason.
sorry for bringing snooker up all the time but it seems to have a better set of rules than pool at the moment.
we dont have naming rule or seasons experience either as pre friendlies on snooker decide if clans are reliable or not

Sure there is nothing in the rules about needing permission and no captains have had to agree to swaps in the last season and a half i've played.
I did try and find it on here because I remember you changed it from one swap a fixture to as many as you like and posted the rule can't find it though.

Seems captains dont have to agree but league runners now have a say if they feel the system is being abused

Rule changes for Season 14:
5.7 Swapping two players
Old - As a means to combat time zone problems and the like, captains may swap two players within a match if this improves chances of games getting played. This may be done only once per match and does not count towards the maximum number of subs allowed.
New - As a means to combat time zone problems and the like, captains may swap two players within a match if this improves chances of games getting played. This does not count towards the maximum number of subs allowed. These are subject to approval by the league runners.
