Capping is only necessary if a thread has gone wildly off-topic or has descended into petty argument.
There is no need to cap something just because it seems like there is "nothing left to say" - someone else may want to add something in the future. If not, the thread will fade away naturally

i have also started a similar thread along with 100000000000000000s not knowing at the time.is there any chance say for top ten most asked ideas for as this would save a lot of time and effort,am sure the mods would agree that they are bored with repeated ideas as they have come exhausted

Thats not a bad idea. A sticky post with links to the threads discussing common suggestions could be very useful to new forum users.

that is easy said then done,say for eg i have an idea where and what words do use to describe my idea to check that it has not been mentioned before,most sites and companys have a faq page,it helps customers and it helps them to deal with the same frequent questions,

Why is there an obsession about capping threads for no reason?

But back to the discussion; Subjects such as these are ongoing debates about factors in the game which change, so a static FaQ page wouldnt be practical.
A regularly maintained "faq thread" may help, but that may discourage fresh discussion which is very healthy and is what has driven many of the previous site improvements.
In short it's a tried and tested method.
Sure, every now and then a duplicate idea pops up but a quick link to the most recent thread is all thats required.
One idea regarding selecting players by rank which hasn't been mentioned this time is the ability to search for players based on rank, and invite them to play.
This way you create a private game, so no-one else can enter, and wait for a suitably ranked opponent to accept the invite.
Again, no restriction on any other players.

There is a similar thread to this currently running on snooker. I think this is an excellent idea :

I don't see a problem. If a player joins your game play them. If I had only played players of a similar rank I would have a lower rank. i.e If I play a 700 I will get a point for a win and lose four for a lose. If I play a 850 i win or lose about two points. I'm more likely to beat a 700 12-1 and get 8 points than beat a 850 7-3 and get 8 points. Therefore, there is no problem. Also, if that idea was implemented then i think players of lower ranks will pester higher ranked players who they do not recognise by name. After all it's a free game for fun.

Like I said, it would be a drop down menu, which you don't have to use if you don't want to. The list of games you see when you click "Play online game" would still be there, but you can then choose to find a room with a rank that you want, using that drop down menu.

nice idea spinner!i am only guessing here but 10 points per game is about right for snooker as a frame of snooker is far longer then a game of pool??oh i did search for faq page and it was in the pipeline in 2006!lol
