I shall give it to Chris.
The answer is... Gary Lineker. He is second highest goalscorer for England ever ever ever. (Greaves would have been the answer for England until Lineker overtook him.) Everyone else in the list is second highest goalscorer for his country.
Scotland and Belgium each has two players tied for first position, so there is no #2 player there. Or maybe they both are, at the same time. I dunno...

but were all your players not the highest scorers before they were overtaken? gary lineker wasn't and never obviously has been
nope just checked and they were not all previous holders of their country's high scorer record

All the players are currently second-highest scorers for their countries, whether they only ever attained 2nd place as their highest position or were in first place and got overtaken. Either way, if they're currently second, that's them.
