I said that:
that "that" (the one that that man wrote) shoulda been underlined.

I said that(1) that(2) "that(3)", that(4) that(5) man wrote, should have been underlined.

1: conjunction, introducing indirect speech
2 & 5: demonstrative pronoun
3: just some word in quotation marks!!!
4: conjunction, introducing relative clause

Modren English often eliminates the "that" that predeced relative clauses (compare "que" in French which is never dropped), and nowadays one might write and say:

I said that "that" that man wrote should have been underlined.
