seems fine, lets see how this goes. I would like to request that if anyone has deactivated and you find out its them (e.g. Jimmy is in Professionals, deactivates to get in Chips n Gravy, if you find out then he can only join the clan he was in until transfer window or until end of season.
Straight seems fine but not sure about increasing frames for other types since Straight would be worth half of a single game type
Right thoughts so far having skimmed through the FBL rules...
1.4 - I am removing the permission aspect of the rule. However I am leaning towards no transfers during the season but would like to introduce a mid season window for players to move freely during.

3.1 - I would like to reduce Straight to 1 point per frame, this leaves a 6 point shortfall from present points, therefore I may increase the rest of the game types to 7 frames instead of 6. Killer is to be removed from the League format.

should give opposing captain the choice to restart from current score or restart as wouldn't be right if your 5-0 up and forced to restart.
Interesting will need to let us know criteria before season starts
7.5 - I will be introducing a rule that covers partially played games in the event of a player deactivating or getting banned. Scores will be reset to 0-0 and if the player has deactivated and comes back to clans, they are not allowed to rejoin the clan they left as they could deactivate to get a restart. They can however re-sign to another clan during the mid season transfer window if applicable.

8.0 - Defaults will be subject to a points system where you have to meet certain criteria to obtain the points, i.e. messaged opponent = 1 point, if you get a reasonable response that is 1 point to opposition, if they fail to respond the point goes to you. This way people cannot question the "bias" of anyone (obviously needs a tad of fine tuning).

Killer Cup
i think that whoever wins the killer should go through as it is well earned.
lets say it had this...
1st SS
2nd PRO
3rd PRO
4th PRO
and it was 4 for 1st, 3 for 2nd etc, score would be 6-4 to professionals i think but if 3 professionals vs 1 snooker squad then theres no point playing to win the game if the opponents team has won already so Snooker Squad would win the Killer for nothing but bragging rights basically.

Love the NO SWAP/SUBS i was going to introduce a 7 day period but got slated badly for it.
Hope you get your way

if players don't like each other (e.g. jayy/trats) would have to wait a while, except for that i really like this rule alot
Oh also, I am adding a no subs/swaps cap on the first 5 days and on deadline day anyone can sub themselves into a game (subject to eligibility) to get games finished in an attempt to reduce defaults, as there is nothing worse than being available and not having a C or VC online to authorise sub!

True^^^^ and it stops this constant subbing as soon as fixtures are released.
Gets rid of the tactical subs straight away

Not liking a player is no excuse for a game not being played though

^Agreed, would it not make you want to beat you're opponent more if you dislike them??
16:09 Tue 18 Dec 12 (GMT) [Link]
Only thing is some might wait till 5 days so maybe if no games played by that 5 day deadline if any games go to default a further deduction made.
17:55 Tue 18 Dec 12 (GMT) [Link]
don't like this, what if you arrange your game for second week? you don't deserved to be punished for that, also most teams play in 3 (or 4 for snooker) leagues so must spread the games out as i would be exhausted if i play 3 clan games a day.
funky - most cases yeah but theres one player i wouldn't ever play even in clan games (tournament i would lose rank over it) so i would ask to be subbed out or swapped out of that game.

The cap on subs and swaps is to prevent match fixing, if you submit a team sheet you should use it, not tactically sub or swap to better suit the draw of games.
If people do not want to play their opponent simply wait the 5 days and request to be subbed out, I am sure a captain would understand and accommodate this. The clan would still have 9 days of the fixture left plus the deadline where anyone can sub in to get it played.

I have rewritten a fair few rules to reflect the points I posted about, I think I have made all the changes I said I would bar the format (including Straight), which I have left as it is.
Killer has been moved to a separate cup style game much like Chris' super league arcade challenge
I shall be publishing the new website soon so everyone can familiarise themselves with the new rules. People will need to pay particular attention to the new transfer window rules and the rules about partially played games

Right this is the ***rough*** schedule I would like to try and stick to for FBL...
The current season ends 13th January 2013, so...
23rd Jan 2013 - transfer window between seasons closes, clan rosters and Pre-Season team sheets will be requested (I have allowed 1.5 weeks for this so I can spend a couple of days updating the website and putting together the pre season games)
27th Jan 2013 - Pre-Season Games Released
10th Feb 2013 - Fixture One Released
Depending on how many clans make it through the Pre-Season Games will depend when the mid-season will happen, I will try and get it as close to the actual middle of the season as possible.
This season we will keep the one division and review next season as to whether or not we should return to 2 divisions.

New Rules for FBL
1.4 Player transfers
After the transfer window has closed, the team roster for the season must be submitted to the League Runner to be registered. From this point onwards no player may transfer to another clan until the mid-season transfer window.
Once a player has played for a clan in an FBL cup fixture, they are cup-tied and ineligible to play for any other clan in the same competition.
Attempts to get around the transfer rule will not be tolerated. Creating a new username will not mean you are entitled to join another clan; you will be subject to the same rules. Should you create a username and attempt to conceal your identity in order to bypass this rule, you will be banned from the League for one season.
Captains may remove inactive players at any time from their team, the removal must be confirmed by messaging the League Runner, and such players are not deemed free agents. Any inactive player that may become active again may be brought back into the same clan, subject to available space, and the change sent to the League Runner. Alternatively they may seek a transfer to a different clan during the mid-season transfer window or at the end of the season instead.

5.1 Who can make substitutions and swaps
Only the Captain or Vice Captain of a clan can make substitutions and swaps, the only exception to this is deadline day, where anyone in the clan may make a substitution or swap to avoid a game going to default.
5.2 When can substitutions and swaps be made
Substitutions and swaps are not permitted during the first 7 days of the fixture after this they can be made at any time provided they are correctly reported on the appropriate thread. It is in the League Runners belief that a submitted team sheet should be used and not immediately tailored to better suit the draw of the games for a clan, in other words, it is in place to avoid match fixing.

5.8 Swaps
A maximum of 2 swaps is permitted per fixture per clan. A swap can be made between formats, for example, a player can swap from 8UK to 9US. However, if the swap is reversed by the opposing team this may go against them if the game goes to default due to this action.

7.5 Substitutions in partially played games
Once a game has started between two players, no substitution may be made, unless a player has been banned or deactivates. In the event of a player getting banned or deactivating then the score is reset to 0 - 0 and a player from the clan whose player failed to complete the game can be subbed in.
If a player deactivates and decides to reactivate their account after the game has been completed they are then not allowed to re-join that clan until the following season. They will also not be classed as a free agent and will not be allowed to join another clan until the mid-season transfer window or the end of the season.
