with 10 levels perhaps it would be a good idea to have 2 fixtures per week?

If you mean to speed up the ascent of a player up the ladder, it's a good point, and I have the idea of increasing the number of players on each step from 2 to 3. For now though, it stays as it is, with 1 game per week. This is because a game of straight is long enough and people need a time when they're comfortable; it's not like a 15-frame clan fixture where you can take a break and come back to it
Right, here's what I came up with, based on the rankings of the previous tournament. A lot of people won't be impressed, I know, but here we are.

To work out who's in Level 8, 9 and 10, there will need to be games between the players there. So, here's how it will work:
- The highest ranked of those 5 will be automatically placed in Level 8;
- The other four players will be paired off into two games and will play off, the winners going into Level 8 (making it a three-man level temporarily) and the other two going into 9
- Then, in the next round, those two winners will play off, the loser will be relegated to Level 9, and the Level 9 players will play off, the loser being relegated to Level 10.
It's tough, but that's what we're stuck with. The highest ranked player of the 5 is beenjammin who is in Level 8 and will be playing someone next week to get promoted to Level 7. The other pairings I decided based on location and therefore time zones, whether the're genuine or not the_diamond vs theukspoon and junster333 vs 9ballsniper1.

Summary
The winners from Levels 2 to 7 will be playing a higher player for promotion next week.
The losers from Levels 2 to 7 will be playing a lower player to avoid relegation next week.
The winners of the Level 8/9 playoffs will be in Level 8 next week.
Next week, beenjammin will play the losing Level 7 player for this week.
Next week, the winners of this week's Level 8/9 playoffs will play a relegation playoff to avoid relegation to Level 9.
Next week, the losers of this week's Level 8/9 playoffs will play a relegation playoff to avoid relegation to Level 10.
Looks complicated; it isn't really. Each of those points describes one game per player per week. And I'm definitely open to suggestions as to how to change things.
MAJOR EDIT: tinie on Step 4 has deactivated. If he doesn't re-appear within a couple of days, he will be presumed to be out, and the games in Levels 5, 6 and 7 will be straightforward promotion games.

By the way... a rule I forgot to mention: anyone who fails to play in two consecutive rounds faces removal. If it's not your fault, fair enough; it's those that are not making the effort that I am worried about.

Unreal close game, both of us got runs of 22, both of us had some bad luck, although I had less of it. And it went right down to the wire, anyone could have won it. vgg, can't wait for the next instalment!

Correct It'll be you vs me for a place at the top of the ladder. The loser stays in or goes down to the next rung. dunkyfunk, on the other hand, will be fighting for his place in level 2 and will plkay the winner of w_hoolahan vs dgeneratio.
Now, regarding the tinie situation, I might just allow him to miss his two rounds and then chuck him out, in case he should reactivate or come back with another account to resume his place in the competition. There's one or two reasons for this that I won't go into; it would iron out a minor anomaly.

i went 12-0 up and then dgeneratio wasnt responding and he said he had white screen.. and said i decide what happens.. so i said play again .. as not your fault.. we played again and result came like this!
