Yep should only talk in English but if your not in chat room, say Destiny played Seb and both speak German so unless a spectator reported them its fine to talk in other languages (same with swearing etc) as its only in earshot to the opponent who is also German

yeah, in a private room its about trust. like dest and german (torres on snooks) could chat fluent german (did once with me watching i was like, what? then they explained in english as then noticed i was there, didn't report them tho) and they wouldn't report each other, if you have untrustworthy in there then if you swear (maybe miss an easy pot) or talk french and that guy reports then action could be taken.
