The Fresh Kills Landfill in New York City.

" Opened in 1948, it became one of the largest refuse heaps in human history. The site is 12 square km (4.6 square miles) in area; and when operational twenty barges, each carrying 650 tons of rubbish, were shipped in every day. Had Fresh Kills stayed open as long as originally planned it would have grown to be the highest point on the East Coast of the United States. It could be regarded as being the largest man-made structure on Earth, with the site's volume eventually exceeding the Great Wall of China. In fact in 2001 its peak was 25 meters taller than the Statue of Liberty. "

Ta hell with guesses... Just looked it up: Cyrus II of Persia. Alexander the Great wasn't known as the Great during his time, but that may be your answer as well.

king of the Romans and of Hungary, etc., and most devoted advocate and defender of the universal church, as long as it seems to the said general council to be for the good of the unity of God's church that he should be so condemned. The said council reserves the right to declare and inflict other punishments that should be imposed for the said crimes and faults in accordance with canonical sanctions, according as the rigour of justice or the counsel of mercy may advise.
