Why? will make tournaments an added bonus and make people more eager to play therefor making getting a game not so much hastle

They still would be able to play ranked games though.
If they did have to wait until they lost the newbie status might make tournaments even more popular?
And make them more enjoyable for others, personally i hate newbies i no i was once one but the chancies of getting a real newbie are rare.
Good 80 % of newbies i get are already pro's that are just playing on another account

Regarding the tournament/newbies situation - if you were to remove newbies from tournaments, you would then have a tournament completely full of experienced players and therefore even more difficult!
At the end of the day, in a tournament it matters not what someones name/title etc is. Its how they play that matters.
You never get beat by a virtuoso or a newbie - you only get beat by a better player...

I wouldn't mind a lower rank cap on tournaments one little bit.
