Working in Road Safety, i'm a big promoter of speed activated bollards - if you pass a sensor in a 30mph area going over the limit, then at the safe 30mph stopping distance ahead of you reinforced steel bollards appear.

Break the limit, you'll wreck your car. So simple but effective

You can tell that the people attempting to get throught know it's there...they speed towards it like mad!!!
