After giving this slightly more thought, when you look at this situation literally users actually have more power than moderators.

Users can moderate the moderators, if you see a user, admin or moderator behaving in a way that you find innapropriate then you can send complaint.

Users have the ignore button, if someone is annoying you then you can metaphorically tell them to talk to the hand.

Users can also walk away from a situation, if someone is saying something you don't like change rooms, game, close the chat window.

This site would virtually moderate itself if we all used the functions we have.
