More like 11 racks, due to the fact you only pot 14 before they re-rack.

jay i think your bold part refers to the old set of rules.
for clarification long as that person is eligible (1 month old, not quarantined etc) then they can sub in regardless of being subbed out. the only way you cannot sub into that particular game is if they are not eligible or a frame has been played
