I'd love to see uefa having guidelines that change for different clubs i.e champions league, that would go down well.

2005. Liverpool win Champions League but UEFA decide they can't defend it. Liverpool fight this decision and are granted a place in the first round of qualifying. It should have been the third round like all of the previous champions.

You don't give out a number if that number wouldn't be enough...quiet simple and when that was pointed out he said 11 might be enough....kind of indicates that 12 definitely is don't you think?
Also said he always thought 13 was too high but you use your safety net of 'guideline' to carry on making up the rules as you go
