Well if you speak to kev I'm sure he'd let you have one more chance and make one more clan mate. If you can show relability I feel you should be allowed to start a clan and as long as its passes the pre - season enterance friendlys it should be allowed to enter the league. You have had a seasons experience with M.V.P so you pass the criteria in the rules..
