Library is primarily a place for reading books and such which is usually damaged by various food and drink quite easily and may lack sufficient resources for the cleaning up/repairing - Also libraries being free may not be able to cover suchs costs and the free-ness usually provides a wider age range using their facilities often including young children who can make a mess easily
An internet cafe, is a place for surfing and drinks/food - Usually costs money to use, costs which can be used for repair - computers are easier to clean up as they stain less, and because they serve drinks (and possibly food) they would almost certainly have some resources for cleaning up spillages and the like
But this really isn't the place for such topics
