Again, lets be very very very clear on getting rid of this misunderstanding:
A slow network connection does NOT cause game play lag.
The only damage slow network will do is to keep you waiting for opponents shots, and you waiting for theirs.... If it gets bad enough you get disconnected.
But you never ever get bad game play (erratic cursor movement, wrong cue power according to your mouse speed, bad ball animation etc etc) from bad network.
Lets please stop misleading people on this point already.
It is unfortunate that people use the term lag when they are trying to say latency, and this leading to the term lag being given more meanings than it really has, but in this particular topic it was clearly means lag as in lag, not as in latency.

To answer the question in the heading - yes, I hate lag
But it is one of those things that will come up every now and again...sometimes just a slow internet connection

Well then in that case I don't tend to experience that kind of lag much at all. And I run this on Internet Explorer, normally running with Windows Live Messenger, browsing heaps of websites and iTunes....and im just on a laptop.

As Dave so correctly pointed out, this is very much down to the computer and setup of each individual user - what programs they use, what websites they visit, etc etc
In the end of the day, this game does not require much "oomph" at all - so lag isn't really caused by the computer not being up to providing the processing speeds necessary for a smooth game experience. It is pretty much exclusively caused by the computer spending resources on other things, or buggy drivers/operating systems, or ultimately buggy hardware.

It must just be certain users that have something in common with the internet settings or something then, i know it isnt my computer though.
I have no idea what it could be.

How is the problem you are having?
Balls/cues moving badly?
Opponents apparently timing out without random shots taking place?

Basically the balls and cue moving yeah, also i find it hard to chat as i type and it appears a few seconds later sort of thing. Normally it is due to downloading or some other applications i use, But it isnt this time.

Well, basically balls/cues having stuttering animation is a local computer problem - typically background processes or things messing up.
If you type and it takes time before each and every letter appears in the input line, that is also a local problem, same as above.
If it takes time from you hit the Enter key until the text appears in the chat window above on the other hand, that is network latency and simply means it takes a while for your text to get through to the server and back.
