Rules
Punishments
Keeping mods and members updated on clan
Positions sorted
Members all know who what they power is in clan e.g. recruiting players, being able to kick out members for punishment.
Their responsibilities in clan like looking over groups of player reporting to the person above is something is out of their hands.
Members know the chain of command

good leadership
good co-ordination
management skills
organisation

there is much more than that

The key word here is requested,

because no clan league can govern the clans, they make rules if you wish to join their league, so most likely situation is you just ask someone in your clan with experience to act as captain and you be VC

However, if you wish to make a successful clan, i highly recommend that you dont just post a topic and hope people join as a few new clans are doing now.
Ask a few people if they want to join (go for reliability when first starting) THEN when you have about 4 or 5 people in the clan, you should be in a good position to post a thread

I've seen clans who have done that, got straight into the league (the captain had been in clans for at least a season though) and then gone and won div 2 straight away

I had 5 people when i wanted to make a clan but pot_the_lot said i could not make one.

You can still make it
if shes said ^that^ then you can enter the other league instead which should be up and running soon

In the mean time you can play friendlies with any other clans (look for the new ones) and also you could set up a league for just your clan to play in individually

I would recommend you do have some experience in this clan system, as the rules and format is different to on other sites, and make sure you know the players are reliable

try to have at least 10 players when your clan is up and running (if you wish to do that) and having people would've played in clans before is always a good thing
