First of all, people usually get warned in private, so who's been warned or not might not be as apparent as you might think.

Secondly, we usually don't warn or react against people for a single offense (or even multiple, mild offenses). The problem in this case isn't really the content itself, but the continuous lack of ability or willingness to follow the rules and our instructions. Nothing more to it.
