I think its when the player next to you wasnt able to pot. thats a safety point for you.

That's right. If the player taking his shot immediately after your shot misses, then your shot was deemed a safety, ie. you left the table safe, preventing him potting.

The exception to this rule is that, if you fail to pot your own shot, then you are not awarded a 'safety' should the next player also miss.
