As we all know, there are a minority of users who do things like this deliberately, and could simply join again after being kicked.
Auto-start eliminates that possibility and fixes the problem.
Keeping a 20 sec timer gives more than enough time for people to check everyone in the room has the right shoe color, or whatever criteria they've decided on for that phase of the moon

This sounds like a great idea there is another thread for it but i think it would be great to have a boot button for the owner of the room

As you will see on the other thread, such an option is not necessary as you can already simply leave the room yourself.
Edit - misread the above - but that can be covered by ignoring the people throwing abuse (after reporting them with send complaint of course )
Ignoring is more fun than booting, because if users could boot to chat, the booted user could just rejoin and start again. However, when you put people on ignore, they often dont realise they cant be seen and carry on blethering away to themselves whilst getting more and more wound up that nobody is paying any attention
