Because there used to be alot of people creating new accounts mainly to go on the forum spamming and abusing.

I have noticed they cannot edit there information on about them selfs intill they have posting abillities.

The restrictions on newbies are all basically to cover what _steven_ mentioned above and to ensure people have a feel for the site before they begin posting.
