To clarify what Magic said, its the only sticky thread thats live, hence it ends up at the top because it has the latest post...

Sticky: Stays at the top, above all non-sticky threads

Capped: No more posts, no one is allowed to post no more

And treads is simply at the top as its sticky and people can still post on it as it isnt capped, while all the other sticky threads are capped so no one can post on it to make it top of page.
