Yep... both being considered.

With the new chat panel we have more customisation eg to add smilies, clickable links etc.

yep, would be a good idea.

Emoticons in the forums would be a very good idea (maybe a change in font too). Yet, a problem may occur if added to chat rooms. Guests may enjoy spamming emoticons all over the place, and as explained before with the clickable links, we need to look out for users who send illegal/adult site links.
