Would someone be able to explain to me why a few individual players have 800.0 on more than a few of their respective games totals?
It would seem to be something of a statistical anomaly that this might happen.

It's quite simply because of daily deductions...
You only get your rank reduced each day if you are above 800.0.... So anyone higher than that going inactive for a while means they end up sitting at 800.0

Anybody above 800 points loses 0.3 points each night off their total. However, the system doesn't allow you to be docked points to go under 800, so 800.0 is where they stay if they don't play ranked for a while

quite simple either they are offline for a while or do what i do on snooker and that is so you stay a pro while you dont have to play ranked games

i think it should stop at every hundred u make it to im fed up of going under 900 as i cant play every night

I don't agree; the purpose of the daily reduction is to prevent players from retiring on a high score. In this way, the rankings will be topped by active players, not those who last played 2 years ago.
Take a look at the current 8 Ball UK rankings. There are two players over 900, while the 10th place player has a score of 874.2. How bad (and almost dishonest) would the ranking tables be if they were clogged with players on 900?
No, if you want to remain on or above 900, you need to keep on playing. Don't forget that there is also a table for the all-time highest rank of each table, and rankings there obviously never decrease over time. Currently you need to get 923.7 to make the top 10; 36 players (or more if anyone did it before the introduction of the maximum rank stat) have managed to reach 900. But just cos they got there, that doesn't entitle them to stay there in the main ranking table.
As a final comparison, look at golf or tennis. If those systems saw players never lose ranking points, Tiger Woods and Roger Federer would be the world's number 1 players even long after they have retired, grown old and passed on.
