I thought so. My solution is to do the same shot. If he does it again, I do it again. He won't be able to do it a third time without a 15 point penalty.

I think a play again option is a good idea, but as far as tapping in again and fouling is concerned you really shouldn't have to. maybe a choice between ball in hand or play again could be a good solution as you really should have a penalty for fouling as in every other pool and snooker related game.
