OK.. Well.. I built a computer and i cant seem to get java working.. Yet.. it works for my RSPS project using classpath & path
any help?

You are not running Java. It is either not installed, or it is disabled. Follow the instructions below to get it running.
To enable Java on Windows (if you believe you have already installed Java):
1.Click "Start" and then "Control Panel"
2.Open "Java". If you cannot locate it this means you do not have a valid Java version installed.
3.Click the "Advanced" tab
4.Expand the option "Default Java for browsers"
5.Tick the box for each browser listed
6.Click "OK", then close all browser windows before re-opening
There is no Java file in Control panel. so that doesn't help

So re-installing makes no difference at all?

Which operating system and which browser are you using?
Exactly how did you go about installing java run-time?
If you get it to work for stand-alone java applications, the run-time is obviously installed and happy.
That doesn't mean your browser knows about it - that often requires a plug-in or configuration of one kind or another (again depending on what system you have)

Nope.
I am using Windows XP & IE 8
I downloaded and installed java run-time from the website.

When you work on your server, is there no Icon down on the taskbar?

Thats right.. no icon on the taskbar..
I use JDK (Java Development Kit) for my server but, it does require Java run-time for my client to work and thats working fine.

Does IE handle any java content anywhere at all? (sure it doesn't, just asking to be positive)
Not too familiar with windows or IE anymore, but almost sounds like your browser is lacking a plugin or otherwise the setup needed to know where your JRE is located. While this is somehow handled by the JDK, by use of classpath or similar.
