I can imagine it now... jan has a 2000 word post lined up...

Anyway, I'll give it a go in the time being:

The simple answer over why they aren't all totaled up, is because they are of different game types. Each run out requires a different amount of skill/luck to achieve. For example, 8 ball run outs require a clear up of a certain type (in any order) while navigating positioning between your opponents balls. Then the black has to be developed in a nice position in order to finish.
In 9 ball, you only have 9 balls to go around and clear. Both players are competing to pocket the same balls, so there is no difficulty in maneuvering unless you are struggling to get onto the next ball in order. Then to finish the run out, you need to pot the 9 ball. This is possible from about anywhere on the table as the 9 ball is the only one left.
8 ball run outs are generally considered more skillful, as 9 ball run outs can be achieved through flukes and combos. 8 ball run outs is ALL about the positioning (hence why people have less of them).

It's like comparing rugby tries to rugby 7s tries. Tries in 7s are generally easier to score, while normal rugby tries require more skill and positioning. While they are the same thing, they are completely different
