I'm a little mystified.

When I make more than one foul the games tells me, for instance, that I have made a 2nd successive foul. I know then that the next one will result in a 15 point penalty (straight pool).

So, why is, when playing certain players (example power_pool) they do not get the same warning and are not penalised for 3 successive fouls?

Hmm, I've never encountered that. Maybe you were playing 8 Ball US and hadn't realised? During 8 Ball US the foul limit is unlimited, however, the opposing player is entitled to a freely positioned white ball which does make clearing up slightly easier.

I wouldn't name and shame mate.

Maybe he fouled, then he missed, then he fouled...

That wouldnt be consecutive. I don't know though otherwise...
