post on the forums that your starting a clan, people like me will be interested and say they want to join, thats all you have to do to get a clan going but it helps if you have a web site to keep track of stats and upcoming events

but clans are very uncommon now. players try to start clans. but it doenst happen very much.

but not saying you shouldnt try
