when looking at a few peoples profiles events there is no announcement saying the have won a tournament even though there profile says otherwise. Why is this?

It depends if they won the tournament before the event/history tab was introduced it won't be shown. If they have won it since and it still isn't shown, I don't know why

I think the logs dont stay on there for that long so say if they are on there for 60 days and you won a tourney 70 days ago it will not show up.

Your last 50 game achivements ie golden break or run out etc are shown on their so if you have more than 50 then it wont show up.
as you probably do 50 game achivements a week yours wont be there very long lol

I just lookat quick_pot's events. I chose him because he's been winning tournaments at a relentless rate. His events log only go back as far as Jan 30. So... try tomorrow to see if it's possible to see his Jan 30 events. If you can, it means that's when they began. If not, it means they're being automatically deleted.
