Nope.
9 ball is the only game where in real life there is a win.
8 ball is a re-rack and 8 ball UK is either re-rack or loss, depending on the rules used.

In my opinion in most cases it is neither
It's repeating what you saw someone else do.
It's neither skill or a fluke...its boring.

Its worth remembering this is 9ball we are speaking about here.
A big break is always desired in order to split the balls leaving access to all, and a 1 in 9 chance of a ball potted giving you a GB.
These facts mean "high end" 9 ball players are bound to hit a few a day.

its a skill... let me explain something to you.
even fccmike couldnt do it every single game.there is still a randomness to where you place the ball, and where you aim. he had around 200 before he quit, banned, or something of the sort. after his leave, a few players emerged from this, that also started doing it well. the difference between then and now is the moving rack.it makes it less likely to occur in the game, but if you know how and keep it consistently on that single break, you end up with it more often. A skill because not everyone can do it, and those that cant are just irritated that its their undoing.took me about 1000 racks to get it right. and i still have no idea how to do it on the US tables. you can try to mimic the shot, but without any idea as to what youre doing, you wont get too far.

cityfan is a fairly newer player on here, and he playes better than most of us. however he learned it, through knowing the shot or by seeing someone else do it, its not easy. a lot of people see me gb and try to do it the same way after. there are also different ways to do it. on a uk table, i have done it in the top 2 rightmost and the bottom 2 rightmost pockets. i have seen it done on the left ones close to the rack as well. some people develop a gb shot without even knowing it. and as seeing how the ball you need to pot is surrounded by all the others, how can you call it a fluke if on a gb that is usually the only ball that is potted.
